About:
It's an editor for Resident Evil 3 PLW files, those files contains weapons 3D models(*.MD2),
textures(*.TIM), etc...
Note:
Each part inside *.MD2 can't have more than 256 vertices...
Tips:
Replace "Data\PL00.TIM" with other characters main texture that are inside *.PLD so the whole *.PLW model look correctly...

When I try to save the RDT file, I receive this message:
"Cannot open file "C:/TEST.ESP"

I just created a empty file called TEST.ESP and the tool is running now.

Thank you very much. Because the PSH editor worked very well in previous editions of NFS series, like NFS2 and NFS3.
